The implementing agency of Mongolian government-Government Procurement Authority arranged more transparent, open and fair activity for state procurement, free from conflicts of interest and corruption, worked for ensuring the conditions for the citizens and public oversight, had reached to success and achievement in anti-corruption evaluation of the organization.

Anti -corruption evaluation 2015 of Government Procurement Authority was 14 points higher than the previous year, 15.4 higher than average of total evaluation of the agency, 26.1 higher than average evaluation of the ministries, and it took the first 7th place for its evaluation result among 124 organizations and first 6th place among 26 agencies. 

Government Procurement Authority used its best efforts and attempts and took preventive effective measures to fight against corruption threatens, and interest conflict within the procurement organization and procurement sector. It is indication of good anti-corruption assessment and as well management leadership, and assessment of proposal and initiative.    

Government Procurement Authority began launching the procurement e -system since 2014 and is organizing whole procurement activity by e- system today. In the result of procurement electronic system, the human direct involvement to procurement is lessened, there are some strengthens to participate in a bid not depending on the destination, place, to get information, to monitor, to decrease budget costs, to save the participants’ time, to increase the transparency, and to serve to the citizens without bureaucracy.

Within the scope of preventive event against corruption and interest conflict, to ensure the information transparency, Government Procurement Authority had reached to achievement above, in the result of creative, initiative work performance, by notifying the transparent and open inspection budget, explaining unsuccessful reasons, successful winning reasons in a bid, randomly choosing the evaluation committee members, advertising the procurement activity process to the public,  also as the professional  organization, it is working to support  giving methodological instructions and recommendations to local procurements offices and units. 

Further to improve and strengthen the work results and achievements, it has started to continue the work for 2015. Government Procurement Authority launched procurement e-system in 2015 within entire country and it aims working to ensure procurement transparency through the use of advanced information technology   and to increase public oversight.

We would like to mention that the evaluation and result above had been assessed by the independent experts’ team comprising of NGO’s members elected by Anti-Corruption Authority  and in accordance with “evaluation criteria to  anti-corruption activities of governmental organizations” approved by the decree of a chairman of  Anti-Corruption Authority.
